Fixed infinite chart loading caused by continuous loading of released versions

In version 5.1011.0, we enabled choosing released versions from boards, which caused endless loading and missing chart data. We've rolled back to the old method where only unreleased versions are selectable from the Release dropdown.

To track released versions, try these:

1. If a chart was made before a version's release, it'll work unless you change the version in its settings.

2. To monitor a particular released version, use the JQL filter in the Issues tab:
